                                                     (Revised in June 2019)

 

 

1.    Entry Visa

The international student who enters China should generally hold an X1 Visa or X2 Visa.

 

2.    Application for Residence Permit

 

1)    X1 Visa must be changed to Residence Permit.

 

The international student who enters China must apply for his Residence Permit in 30 days after his entry to China.

 

2)    X2 Visa may not be changed to Residence Permit or may be changed to Residence Permit.

 

An X2 Visa holder who has been studying in China for less than six months may not make any application for Residence Permit within the valid period of his visa;

 

An X2 Visa holder who has been studying in China for more than six months must make an application for Residence Permit within the valid period of his visa.

 

Special Advice:   Visa-free student is not allowed to apply for a Student Visa or a Residence Permit.

 

3.    Documents Required of the Initial Applicant for Residence Permit

 

1)    Valid general passport (original);

2)    Letter of Admission (original);

3)    ‘Visa Application by International Student’ (JW 202 Form or JW 201 Form) (original);

4)    Certified Health Report (by Shanghai International Travel Health Care Center of Shanghai Entry-Exit Inspection and Quarantine Bureau) (original);

5)    Photocopy of ‘Registration of Temporary Residence for Foreigners’ (by the International Cultural Exchange College) (original).

 

4.    Documents Required of the Applicant for Extension of Residence Permit

 

1)    Valid general passport (original);

2)    ‘Certificate Application by Foreign Student’ (by the International Cultural Exchange College) (original);

3)    Photocopy of ‘Registration of Temporary Residence for Foreigners’.

 

5.    Change and Deregistration of Residence Permit

 

1)    Change of Residence Permit

In case of a change to the reason for residence, the passport number, the address and/or the school enrolled, the international student shall apply to the Exit-Entry Administration of Shanghai Public Security Bureau for alteration of his Residence Permit in ten days. The following documents are to be prepared for:

 

1.    Valid general passport (original);

2.    ‘Certificate Application by Foreign Student’ (by the International Cultural Exchange College) (original);

3.    Photocopy of the ‘Registration of Temporary Residence for Foreigners’.

Additional Instructions:

 

1)    In case of a change to the passport number, the international student should present the original old passport or the original police report for his lost passport, and shall bring along the reissued ‘Registration of Temporary Residence for Foreigners’;

2)    In case of a change to his address, the international student should bring along the reissued ‘Registration of Temporary Residence for Foreigners’;

3)    In case of a change to the enrolled school, the international student should present his ‘Course Completion Certificate’ or ‘Graduation Certificate’ that may verify the conclusion of his studies in the original enrolled school.

 

2)    Deregistration of Residence Permit

 

The international student who intends, for various reasons, to drop out of school, suspend his studies, quit school, or who is dismissed from school shall proceed to the formalities of deregistration of his Residence Permit according to the following steps:

 

1.    Apply to the International Cultural Exchange College for issuance of ‘Certificate Application by Foreign Student’;

2.    Apply to the Exit-Entry Administration of Shanghai Public Security Bureau for deregistration of his Residence Permit;

3.    Complete the leave-school procedure with the International Cultural Exchange College, and shall leave China within the scheduled time.

 

6.    Expired Residence Permit

 

1)        Pay a Fine

The international student should go to the Exit-Entry Administration of Shanghai Public Security Bureau and pay for the expiry of his Residence Permit. The fine costs RMB500 per day, the maximum being RMB10,000.

 

2)    Apply for a New Visa

 

1.    A Less-than-three-month Expiry (inclusive of three months)

The international student whose expiry of Residence Permit does not exceed three months (inclusive of three months) shall bring along the following documents when applying for a new visa:

 

1).   Valid general passport (original);

2)    ‘Certificate Application by Foreign Student’ (by the International Cultural Exchange College) (original);

3)    Photocopy of ‘Registration of Temporary Residence for Foreigners’;

4)    Fine Receipt issued by the Exit-Entry Administration of Shanghai Public Security Bureau (original).

 

2.    A More-than-three-month Expiry

 

The international student whose expiry of his Residence Permit exceeds three months and who intends to apply for renewal of his Residence Permit shall go to the Shanghai International Travel Health Care Center of Shanghai Entry-Exit Inspection and Quarantine Bureau for a new physical check-up, and may proceed to the application for a new Residence Permit after obtaining the health certificate. The following documents are to be prepared for in the application for a new Residence Permit:

 

1).   Valid general passport (original);

2)    ‘Certificate Application by Foreign Student’ (by the International Cultural Exchange College) (original);

3)    Photocopy of ‘Registration of Temporary Residence for Foreigners’;

4)    ‘Health Certificate’ (issued by the Shanghai International Travel Health Care Center of Shanghai Entry-Exit Inspection and Quarantine Bureau) (original);

5)    Fine Receipt issued by the Exit-Entry Administration of Shanghai Public Security Bureau (original).

7.    Reissuance of Passport and Residence Permit

 

The international student shall apply for reissuance of passport and residence permit according to the following steps:

 

1)    Bring along his ID certificate (including Student Card and photocopy of Passport) when obtaining the police report for his lost passport at the Exit-Entry Administration of Shanghai Public Security Bureau;

2)    Bring along the police report for his lost passport issued by the Exit-Entry Administration of Shanghai Public Security Bureau and apply to the embassy or consulate of his country in China for reissuance of his passport;

3)    Bring along the new passport and apply to the International Cultural Exchange College for issuance of ‘Certificate Application by Foreign Student’;

4)    Apply to the Exit-Entry Administration of Shanghai Public Security Bureau for reissuance of his Residence Permit or some other visa.

 

The following documents are to be prepared for in the reissuance application:

 

1.    His new valid general passport (original);

2.    ‘Certificate Application by Foreign Student’ (by the International Cultural Exchange College) (original);

3.    Photocopy of ‘Registration of Temporary Residence for Foreigners’;

4.    Photocopy of his original passport (including the photocopy of the visa page of the original residence permit).

Cost:

1.    RMB400 for an effective period of one year (inclusive of one year);

2.    RMB800 for an effective period from one year to three years (inclusive of three years);

3.    RMB1,000 for an effective period from three years to five years.

 

9.    Inspection of Passport and Residence Permit

 

The international student and his family member(s) shall carry with them their identity certificates, such as passport, during their residence or stay in China in case of inspection by the officer in charge of foreign affairs. The Exit-Entry Administration of Shanghai Public Security Bureau may, where necessary, advise the international student to go over to the Exit-Entry Administration of Shanghai Public Security Bureau for inspection of his Residence Permit.

10.  Interpretation Authority

 

Regulations on visa application by the international student shall be based on the policies adopted by the Exit-Entry Administration of Shanghai Public Security Bureau, who is responsible for the relevant interpretation.
