Procedure of Suspension, Dropout, Resumption and
Extension of Studies for International Students
(Revised in July 2019)
1. Suspension of Studies
1) Qualification
The international student is qualified to undergo the procedure of suspension of studies, if any of the following applies:
1. The international student is diagnosed by the hospital to have been ill or injured and is in need of suspension of studies for treatment or recuperation for a period of over one third of the total semester hours in one school term.
2. The attendance of the international has surpassed over one third of the total semester hours in the school term, resulting from leave for absence from classes.
3. The international student is required under law by his country to serve in the army.
4. The international student has applied for suspension of studies for some specific reason or the school authority thinks he must suspend his studies.
2) Duration
Suspension period for an international undergraduate student is, in general, one year, and accumulatively less than two years; that for a postgraduate student is, in general, one year and accumulatively less than one year. The international student who intends to extend his suspension period should make an application prior to the expiry of the last suspension period.
The international student who is to serve in the army may apply for a two-year suspension of studies.
The international student who has failed to apply for resumption of studies, or who has failed to pass the examination for resumption of studies, or who has failed to apply for extension of suspension of studies upon the expiry of his suspension period shall be deemed as having automatically dropped out of studies.
C. Necessary Documents
Applicant for suspension of studies shall present a written application, and the applicant who has suspended his studies for any of the following reasons shall also provide:
1, ‘Medical Certificate’ by the relevant hospital for the ill or injured
student.
2. Relevant notice by the army for the enlisted.
The person entrusted with the application procedure should present the original power of attorney annexed thereto with the signature of the authorizer.
D. Tuition Management
1. The international student who makes his application for suspension of studies during the period before the start of the new school term till the last working day of the second week of the new school term (inclusive of the last working day) shall make a prepayment of tuition of RMB1,800. If the tuition has been paid for the new school term, the fee will be automatically transferred for use in the new school term after the resumption of his studies, and the student does not need to make a prepayment anymore.
2. The international student who makes his application for suspension of studies during the period from the last working day of the second week after the start of the new school term till the last working day of the tenth week of the new school term (inclusive of the last working day) shall pay half of the tuition for the new school term and make a prepayment of tuition of RMB1,800. If the tuition fee has been paid for the new school term, half of the tuition for the new school term will be deducted first, with the remaining automatically transferred for use in the new school term after the resumption of his studies, and the student does not need to make a prepayment anymore.
3. The international student who makes his application for suspension of studies after the last working day of the tenth week of the new school term shall pay the entire tuition fee and make a prepayment of tuition of RMB1,800 for the new school term. If the tuition has been paid, the fee will not be refunded, and a prepayment of tuition fee of RMB1,800 shall also be made.
4. Suspension applicant shall have his residence permit deregistered with the Exit-Entry Administration of Shanghai Public Security Bureau first before proceeding to the tuition payment and refunding formalities.

2. Dropout of Studies
Applicant for dropout of studies should present a written application, and should, with the approval by the school authority, proceed to the dropout formalities. The person entrusted with the application procedure shall present the original power of attorney annexed thereto with the signature of the authorizer.
1) Tuition Management
1. The international student who makes his application for dropout of studies before the start of the new school term may have the entire prepaid tuition refunded.
2. The international student who makes his application for dropout during the period from the start of the new school term till the last working day of the second week of the new school term (inclusive of the last working day) may have 60% of the tuition fee refunded.
3. The tuition fee is not to be refunded if the international student who makes his application for dropout on the last working day of the second week of the new school term.
4. The international student who makes his application for dropout after suspension of his studies shall proceed to the dropout and refunding formalities prior to the expiry of the suspension of his studies. The international student who makes his application for dropout of studies on the last working day of the second week of the new school term (inclusive of the last working day) may have 60% of the tuition fee refunded. The prepaid tuition fee is not to be refunded if the international student makes his application for dropout on the last working day of the second week of the new school term.
5. Dropout applicant shall have his residence permit deregistered with the Exit-Entry Administration of Shanghai Public Security Bureau first before proceeding to the tuition refunding formalities.

3. Resumption of Studies
1) Necessary Documents
1. International Student Suspended due to Illness or Injury
Applicant for resumption of studies due to illness or injury shall bring along the following documents:
1, Effective ordinary passport of the international student (original) and one photocopy of the ordinary passport;
2. ‘Certificate of Recovery’ by the relevant hospital (original).
2. International Student Suspended due to Military Service
Applicant for resumption of studies due to military service shall bring along the following documents:
1, Effective ordinary passport of the international student (original) and one photocopy of the ordinary passport;
2. ‘Certificate of Military Service’ (original) and one photocopy of the ‘Certificate of Military Service’;
3. Student Suspended due to Some Other Reason
Applicant for resumption of studies due to some other reason shall bring along his effective ordinary passport (original) and one photocopy of the ordinary passport.
4. The person entrusted with the application procedure shall present the original power of attorney annexed thereto with the signature of the authorizer.
B. Management Department and Time
1. Management Department: Student Affairs Department, International Cultural Exchange College, Shanghai University of Finance and Economics;
2. Time: The student shall hand in his application in one month prior to the expiry of his suspension of studies to the Student Affairs Department, International Cultural Exchange College, and proceed to the resumption formalities after the approval of his application.
4. Extension of Studies
The international student may apply for extension of his studies, which shall not exceed the maximum length of studies as regulated by the school. The applicant for extension of studies must make an application in writing, which shall be affirmed after due approval. The international student who has failed to make his application or whose application has failed to be approved will be subject to the management by the length of schooling as regulated by the school. The applicant for extension of studies shall, after the termination of the length of the CGS schooling, be subject to the management and be charged as an international student on his own expenses.
