Rules on Management of On-Campus Accommodation of International Students
(Revised in June 2019)
1. General Principles
1) This ‘Rules on Management of On-Campus Accommodation of International Students’ is formulated for trial implementation so as to regulate the management of the accommodation of the international students and create a harmonious and secure, tidy and comfortable study and life environment.
2) Registered international students with a general passport may live in the International Student Dormitory. The time of accommodation shall not exceed the time of conclusion of their studies in this school and the valid time of Residence Permit for foreigners.
3) The Logistics Department is responsible for the check-in arrangement of the International Student Dormitory of Shanghai University of Finance and Economics; and the Student Living Quarters Management Committee is responsible for the management of the international students, and the corresponding property management unit takes care of the day-to-day property services.
4) The international student checking in the International Student Apartment shall accept and abide by this ‘Rules on Administration of On-Campus Accommodation of International Students’, undergo the relevant check-in formalities, comply with the management and cooperate in the work of the school.
2. Room Arrangement
1) Check-In
1. When checking in the International Student Apartment, the student shall present the ‘Offer Notice of Shanghai University of Finance and Economics’ and his passport to the Service Desk, go through the check-in formalities and make a deposit of RMB800. The student shall not arbitrarily exchange his dorm room unless permitted.
2. When checking in the International Student Apartment, the student shall sign the ‘Agreement on Accommodation in the International Student Apartment of Shanghai University of Finance and Economics’, read carefully the ‘Price List for Furniture and Goods’ on the reverse page of the Agreement, and check through the furniture and goods in the room. The student should promptly notify the Service Desk within 24 hours if anything is found missing or defected. When the student checks out, the Service Desk will make an inventory of the furniture and goods in the room.
3. The student shall, after checking in, complete the ‘Registration of Temporary Accommodation of Foreigners’, which shall be taken proper care of for use in the application for his visa.
4. The checked-in student shall comply with the unified arrangements by the school for the International Student Apartment.
5. Accommodation in the International Student Apartment shall not exceed three months. The student who intends to extend his stay shall make an application to the Service Desk for renewal.
2) Exchange of Dorm Room
1. The student, after checking in, is, in principle, not allowed to exchange his dorm room.
2. In case of a vacant bed, the dorm administrator may arrange for a room sharing, which the student should duly comply with.
3) Checkout
1. The student who intends to check out in the middle of the school term should complete the ‘International Student Checkout Data Form’ at the Student Affairs Department and go through the checkout formalities at the Service Desk.
2. Student who is graduated and who is to leave the school should undergo the checkout procedure at a time scheduled by the school. If the student has failed to check out as due, the school has the right to dispose of the items left over in the dorm room.
3. The time for checkout is the working hours from Monday thru Friday. The student should give a three-day notice to the Service Desk and complete the checkout settlement procedure with the relevant property management unit before checking out. The student should move out all his personal belongings and make sure the room is clean and tidy before leaving the dorm room. In case any item in the room is found damaged upon the checkout inspection, the compensatory amount for the damaged item shall be deducted from the deposit according to the price list.
4. After his checkout or the cancellation of his accommodation qualification, the student should not leave his personal belongings in the dorm room, or else the left-over items will be disposed of by the school as items without owner.
5. The student who is not able to check out as due because of some special circumstances should promptly contact the apartment management office. The apartment management office will reserve the dorm room for three days for the student who has failed to check out on the expiry day and who has failed to contact the apartment management office. If the student has still failed to check out and failed to contact the apartment management office after three days, the school shall have the right to dispose of the items left in the dorm room.
3. Rules on Accommodation
1) The student shall not be engaged in any activity in his dorm room that is against the Chinese laws and provisions and the rules and regulations of the school. The dorm room shall not be transferred or subleased, and no guest is allowed to stay overnight in the dorm room.
2) The student should take proper care of the public property, correctly use the various facilities and furniture in the room or at the public location, well keep the remote controls, and call without delay at the Service Desk for repair of any defected facility or equipment found. The student should not cause pollution to the room and shall not arbitrarily damage, dismantle or refit any facility or equipment in the room. In case of a man-made damage or loss, the student who has caused the damage or loss shall compensate according to the actual cost for the damage or loss resulted. If no one admits having caused the damage or loss, the compensation shall then be shared by all the room-mates.
3) The dorm room is fitted with facilities such as air-conditioner, water heater and small refrigerator. Qualified and safe products like desk-lamp, radio and players, charger and personal computer may be used in the room, but the use of high-power electrical appliances and cutting tools is not allowed. Responsibility will be investigated into the student who has installed electric wires, satellite antenna, or cable-TV wires without permit.
4) The student should strictly observe the regulations on fire prevention. Dismantling power distribution box or fire-fighting equipment without permit is strictly forbidden. Storing inflammable and flammable items, using open fire or smoking in the room is prohibited. Student who has violated any of the above-said rules and who has thus caused fires shall compensate for all the loss resulted. The relevant judicial authority will investigate into the criminal responsibility of the serious violator.
5) The interior and exterior of the room should be kept clean. No storage of sundries any private articles in the public space are allowed. No smearing or posting on the wall is permitted. No spitting, pouring of water, throwing of melon rinds or fruit shell, paper scraps, cigarette end, or wine bottle out of window is acceptable. No arbitrary move of any facility or equipment in the room is permissible.
6) Pets are not allowed to be taken into or kept in the apartment.
7) One set of bedding is provided when the student checks in. The student shall provide other articles of daily use and pay for the replacement of bedding by himself.
8) The public places in the dormitory are cleaned by the apartment keeper, and the student is responsible for the interior cleaning and shall do the garbage sorting according to the relevant regulations specified in the ‘Regulations of Shanghai Municipality on Management of Household Garbage’.
9) The dormitory should be kept quiet and proper order should be maintained in the dormitory. The student shall not be engaged in any activity in the dormitory that may affect the study and rest of the others such as excessive drinking, fighting, gambling, loud talking, dancing and loud playing.
10) For demand of work (such as inspection and maintenance of air-conditioner, pipes and fire-fighting facilities), the apartment management office, who may find it necessary to enter the student’s dorm room, will put up a notice to the effect and the working staff will enter the student dorm room at the prescribed time for construction, no matter whether the student is inside the room or not. In case of emergency (such as fires, medical emergency and rescue), the working staff of the apartment management office may enter the student room without a pre-notice. Each time, two or more working staff will enter the room together, which is expected to be cooperated with by the student and which is not to be refused. Replacement of door lock without permit is not allowed.
11) The student must abide by the work and rest regime and the visitor reception system regulated by the school. The visitor, who needs to enter the dorm room, should be accompanied by the interviewee. The visitor shall leave his identity certificate at the Service Desk and register his personal information before entering the room. The identity certificate will be returned to the visitor when leaving the apartment. The visitor shall not stay overnight at the student’s dorm room.
12) The apartment is open from 6:00 to 23:00. The visitor shall leave the apartment before 23:00.
13) The student, who intends to live off campus, shall make an application to the International Cultural Exchange College and shall register at the Service Desk three days in advance. The student who leaves the apartment and lives off campus without permit shall undertake the corresponding liability.
14) The student who has violated any of the said regulations will be given a corresponding sanction depending on the seriousness of the circumstances. Serious offender may be deprived of his right to accommodation in the apartment and the housing expenses paid are not to be refunded.
4. Instructions on Use of Electricity and Water in the Dormitory
1) The student is advised to conserve water and electricity.
2) Intelligent electricity supply system is adopted in the apartment, and the student should buy the electricity before use. Each dorm room has a power account, and the charge of electricity value shall be operated by the application of the Campus Card (cash is not accepted). Guoquan Road (N) Dormitory provides a home power supply system, and the student may use the electricity right after checking-in, and the electricity bill will be automatically paid for the following month from the power account.
3) If the fund in the power account is insufficient, the system will automatically give an outage reminder. Recharge shall be conducted with the Service Desk. In case the fund in the account is used up, the electricity in the room is automatically cut off. Please notice the low-power reminder notification put up at the Service Desk.
5. Supplementary Provisions:
1)Notice will be put up in advance to announce the important event or activity in the school. Please pay close attention to the Notice Board in the apartment.
2) The right to the interpretation of this ‘Rules on Management of On-Campus Accommodation of International Students’ belongs to the Student Living Quarters Management Committee, which is located in the Logistics Department.
3) This ‘Rules on Management of On-Campus Accommodation of International Students’ is subject to the modification by the Student Living Quarters Management Committee according to the actual circumstances.
